The Deendayal Port Authority has introduced a new standard operating procedure (SOP) for ship-to-ship (STS) transfers of dry bulk and breakbulk cargo at the designated Kandla OBT anchorage. The SOP sets clear safety, operational, and competency requirements for all participating vessels and service providers. STS Mooring Masters must hold a valid Government of India Certificate of Proficiency as a Master Foreign Going, while vessel masters retain full responsibility for their ships during operations.
The guidelines mandate the use of Yokohama fenders, restrict STS activities to the designated anchorage, and require suspension of double-banking operations when wind speeds exceed 20 knots or swell heights surpass 2 metres. The SOP also clarifies liability, tug usage, and compliance obligations to ensure safe and efficient transfer operations.
