CERC notifies CERC (Cross Border Trade of Electricty) (Second Amendment) Regulations, 2025

The Central Electricity Regulatory Commission (CERC) has notified the CERC (Cross Border Trade of Electricity) (Second Amendment) Regulations, 2025.

The amendments align the cross-border trade regime with the General Network Access (GNA) framework and update procedures for connectivity, access, transmission charging, and operational compliance. A key change under the amendments is the replacement of the earlier long-term, medium-term and short-term open access concepts with GNA and temporary GNA, in line with the CERC Connectivity and General Network Access to the Inter-State Transmission System Regulations, 2022.  The amended regulations expand the scope of eligible entities by allowing Indian electricity trading licensees and generating stations in India directly connected to neighbouring countries through dedicated transmission lines to participate in cross-border trade. Significant changes have been introduced in connectivity and access procedures. Participating entities located in neighbouring countries will now be required to apply separately for connectivity and for GNA or T-GNA. Applications for connectivity and GNA will be processed by the Central Transmission Utility (CTU), while T-GNA applications will be handled by the national load despatch centre (NLDC).

On the commercial side, transmission charges for drawal from the Indian grid will be payable in accordance with the sharing regulations while losses will be applied at the average all-India inter-state transmission system loss level.
