CERC notifies CERC (Sharing of Inter-State Transmission Charges and Losses) (Fourth Amendment) Regulations, 2025

The Central Electricity Regulatory Commission (CERC) has notified the CERC (Sharing of Inter-State Transmission Charges and Losses) (Fourth Amendment) Regulations, 2025, introducing key changes to the principal 2020 regulations to align with evolving grid and renewable energy dynamics.

The amendment introduces fresh definitions for ‘tariff regulations’ and ‘terminal bay,’ and updates provisions for drawee designated inter-state transmission system customers with separate general network access. It further refines the methodology for transmission deviation computation for dual-connected generating stations and modifies eligibility criteria and transmission charge waivers for renewable energy generating stations, renewable hybrid generating stations, energy storage systems, hydro and offshore wind projects and green hydrogen or ammonia plants. They have specified significant waivers from 100 per cent to 0 per cent. Provisions for waiver retention under force majeure delays, and self-declaration-based compliance for energy storage projects have also been introduced.
