Central Electricity Authority launches STELLAR for discoms and load despatchers

The Central Electricity Authority (CEA) has launched STELLAR (state of the art totally indigenously developed resource adequacy model), an integrated generation, transmission, and storage expansion planning tool with demand response features.

STELLAR is designed to assist states in preparing comprehensive resource adequacy plans aligned with the Ministry of Power’s 2023 guidelines, and supports key functionalities such as chronological operation, unit commitment constraints, endogenous demand response, and ancillary services. It aims to ensure zero load shedding, optimise system operation and planning costs, and determine optimal sizing and siting of storage. The model will be distributed free of cost to all discoms and load despatchers. The CEA has already completed resource adequacy plans for all discoms up to 2034–35 and will use STELLAR to update these annually.
