Reportedly, the Centre is planning to auction completed road projects directly to private sector infrastructure investment trusts (InvITs) to increase global investor participation in India’s infrastructure development. This move marks a policy shift, with completed and revenue-generating highways under the toll-operate-transfer (TOT) mechanism being exclusively auctioned to private InvITs, excluding private-sector highway developers and funds like sovereign wealth funds from participation.
Previously, such projects were only offered to the National Highways Infra Trust (NHIT). Under the new system, once a road project or highway bundle is won by a private InvIT in a bidding process, it can attract global investments by offering subscriptions of its units.
