The Ministry of Road Transport and Highways (MoRTH) has issued a circular mandating the use of precast concrete components for non-critical components in highway projects costing more than Rs 3 billion. All new projects for which bids are received 90 days following the circular’s release will be subject to the directive, which was issued on June 24, 2025.
The use of precast concrete components have various advantages when used in urban municipal limits and built-up areas, including decreased pollution and shorter user waiting times.
According to the guideline, contracts under Schedule ‘B’ or Schedule ‘C’ for projects costing more than Rs 3 billion will include clauses mandating the use of precast components. These could be precast at the contractor’s casting yard on the project site or manufactured in a factory.
Precast concrete is required for the construction of the following items: box culverts of a certain size, storm water drain/footpath, chute drain with dissipation chamber, boundary wall, toe wall or fence, RCC crash barrier or RS wall friction slab, kerbs, channels, pedestrian railings, and median railings.
For off-site production, the Ministry has established guidelines for certification, quality control, and minimum facilities. To guarantee rigorous adherence, a directive has also been issued. Certification won’t be needed to do precasting on the project site.
Every design, fabrication, casting, and installation must follow the applicable requirements set forth by the Bureau of Indian Standards (BIS) or the Indian Roads Congress (IRC). Contractors may adhere to known global standards until BIS guidelines are developed.
