The Odisha government approved the Building and Management of Aviation Assets and Network (B-MAAN) scheme on October 25, 2025. The umbrella initiative aims to position Odisha as an aviation hub in eastern India by promoting infrastructure development, modernisation and enhanced air connectivity. Under the scheme, the state will offer viability gap funding and other incentives to airlines to link Tier 2 and Tier 3 towns with major cities under the Ude Desh ka Aam Naagrik scheme and similar programmes. The plan also includes establishing world-class maintenance, repair and overhaul facilities at the Biju Patnaik International Airport and other key locations to attract private investment. Additionally, Odisha will promote advanced technologies such as drones, seaplanes, e-VTOL aircraft and aerospace manufacturing to strengthen innovation, green mobility and self-reliance in the aviation sector.
