Dr Dinesh Kumar Goyal is whole time director at H.G. Infra Engineering Limited. A former Indian Administrative Service (IAS) officer, Goyal began his career as a scientist at the Department of Atomic Energy, before transitioning to public administration, where he served for over three decades. Throughout his career, he held senior leadership roles across departments such as energy, infrastructure, tourism, etc. and retired as chief secretary to the Rajasthan government. Currently, at H.G. Infra, he plays a critical role in governance, policy direction and strategic growth.
According to Goyal, “India’s infrastructure sector is poised for transformative growth, driven by the dual engines of public capital investment and private sector efficiency. There is increased emphasis on public-private partnerships, smart technologies in construction and sustainable engineering practices to meet the dual goals of expansion and environmental responsibility. Moreover, digitalisation of project monitoring with the use of AI and data analytics for asset management, and expansion into Tier II and III cities will be pivotal. Further, the transition to green infrastructure, including solar roads, electric transport corridors and climate-resilient urban planning, will reshape the development landscape.”
His key assignments include reviving loss-making public-sector undertakings and conceptualising the KUSUM scheme. His major accomplishments include making the Rajasthan Tourism Development Corporation profitable within a year, managing one of Asia’s largest mustard procurement operations at RAJFED and shaping the city of Jaipur as commissioner of Jaipur Development Authority.
Goyal’s management style is collaborative, data-informed and mission-driven. He believes in empowering teams through transparent processes and structured delegation, while placing high value on innovation and responsiveness, especially when navigating crises. He says, “Whether it was preventing communal unrest, handling large-scale procurement during agricultural crises or managing tourism operations, I have always relied on preparation, systems thinking and stakeholder alignment. Quick decision-making backed by on-ground insights and communication has helped me steer through numerous high-pressure situations.”
His alma mater includes the London School of Economics, IIT Delhi and BITS Pilani (Ph.D.). He was also awarded the prestigious Eisenhower Fellowship for Good Governance in 1997. Post-retirement, he has advised major public and private sector entities, including SECI, the World Bank, Hindustan Zinc and Diageo India.
