National Waterways (construction of jetties/terminals) Regulations, 2025 to boost private investment in inland waterways sector

The National Waterways Regulations, 2025, formulated by the Inland Waterways Authority of India (IWAI) under the Ministry of Ports, Shipping and Waterways (MoPSW), have been introduced for the construction of jetties and terminals by various entities, including private, public, and joint ventures, on national waterways across the country. It will open new avenues for investment, trade, and economic growth, while also improving logistical efficiency. This initiative is expected to lower transportation costs, boost cargo movement, and strengthen the inland waterways sector as a key driver of India’s economy.

Under these regulations, any entity, including private players, seeking to develop or operate an inland waterway terminal on a national waterway must obtain a ‘no objection certificate’ (NoC) from the IWAI. The regulations cover both new and existing terminals, whether permanent or temporary. Permanent terminals can be maintained for a lifetime by the operator, while temporary terminals will have an initial five-year term, with the possibility of extensions. Terminal developers and operators will be responsible for the technical design and construction, ensuring alignment with their business plans and providing adequate access for efficient operations.
