MoRTH shifts to quality-cum-cost basis for project awards

The MoRTH is set to transition from the lowest bidder (L-1) process to a quality-cum-cost-based selection method for road project bidding. This move aims to enhance construction quality and road safety. The shift to qualitative tendering will prioritise safer road features in designs, considering road user behaviour. This approach will address concerns about the elimination of safety features to cut costs and ensure financial viability.
Road engineering plays a significant role in addressing rising road accidents, emphasizing the need for holistic solutions, including engineering roads, vehicles, enforcement, education, and emergency care. The adoption of the 5 E’s in road safety promises increased awareness, enhanced road infrastructure, improved compliance, responsible behaviour, and ongoing safety refinement.
