The Goa government had been planning a second airport at Mopa for decades. While the project received in-principle approval from the central government in March 2000, it did not take off due to land acquisition and local litigation issues. After a long delay, bids for the project were invited in October 2014. In August 2016, GMR Airport Limited was selected as the concessionaire with a concession period of 40 years (extendable to 60 years). GMR Goa International Airport Limited, the project SPV, will develop the airport in four phases with Phase I estimated to cost Rs 19 billion. The phased development will involve continuous expansion of the terminal, commercial and cargo aprons, taxiways, and aviation facilities, along with the construction of a six-lane expressway, linking the airport to NH-17. The airport is now expected to be completed in 2021, instead of September 2020, due to delays associated with the January 2019 Supreme Court order to suspend construction work at the project.
