The Maharashtra government has given approval to JNPT to be the special planning authority (SPA) for the special economic zone (SEZ) project at the port. The SPA status will enable JNPT to take decisions on infrastructure development in-house. The port trust will not need to approach other agencies, such as the City and Industrial Development Corporation of Maharashtra, for building permissions and other infrastructure development permits, and will have authority similar to the Mumbai Metropolitan Region Development Authority.
