Vehicle scrapping policy formulated for environmental sustainability

The Ministry of Road Transport and Highways has formulated the voluntary vehicle fleet modernisation programme (V-VMP) or vehicle scrapping policy to create an ecosystem for the phased-out retirement of unfit and polluting vehicles in an environmentally friendly manner. No nationwide ban has been imposed on vehicles that are 15 years old.
However, specific regions, such as the National Capital Region, enforce restrictions on older diesel and petrol vehicles as per court directives. The policy sets criteria for vehicle eligibility based on fitness status, as certified by automated testing stations. Rules have been issued and amended under the motor vehicles act and central motor vehicle rules to enforce the policy, including provisions for registered vehicle scrapping facilities and automated testing stations. State governments are authorised to issue certificates for these facilities.
