Indian Railways (IR) is undergoing one of its most ambitious periods of expansion, with new lines, dedicated freight corridors, high-speed trains, electrification and station redevelopment reshaping the network. In January 2026, IR announced a strategic reform programme, the “52 Reforms in 52 Weeks” initiative, under which a series of measures are being introduced across passenger services, freight, technology, construction, skills and ease of doing business. Over the past few months, Ashwini Vaishnaw, Union Minister of Railways, has spoken about these reforms and the systemic improvements that are ushering in in efficiency, governance and service delivery. The significance of the 52 Reforms in 52 Weeks initiative lies not in any single measure, but in the direction of change they collectively represent. The reforms span the entire railway ecosystem, from the passenger buying a ticket and boarding a train, to the manufacturer moving automobiles or fertiliser, the contractor constructing a new railway line, the start-up developing a new technology and the artisan working on a railway project.
Passenger services
Several reforms are being introduced to make railway services more passenger-centric, with technology being used to simplify processes that have traditionally involved multiple steps. The focus is on improving the passenger experience, particularly by removing procedural hurdles and strengthening service quality. These reforms include continuous on-board cleaning, with IR moving towards end-to-end cleaning and maintenance of trains. This approach covers not only premium services but also general coaches, with technology-based monitoring being introduced to improve accountability. The scope of work includes toilets, garbage bins, coach interiors, linen and minor electrical or mechanical issues. AI-generated images of cleaning activities are being monitored through control centres to check whether contracted services have actually been delivered.
Passenger reforms also extend to one of the most contentious parts of railway travel – ticket availability. The railways is using technology and data analytics to target speculative bookings, bots and misuse of the Tatkal system. Aadhaar-based OTP verification has been introduced, while technology is being used to identify fraudulent software and automated bookings.
The cancellation and refund framework has also been revised. The upgraded system seeks to make cancellation more flexible and reduce the need for passengers to follow cumbersome procedures. Automatic refunds for eligible cases and the removal of the requirement to file a ticket deposit receipt for certain e-ticket cases are aimed at making the process more transparent and convenient. Counter tickets can also be cancelled from stations other than the booking station, while passengers have greater flexibility regarding class upgrades. Another important passenger-facing change allows travellers to change their boarding point digitally up to 30 minutes before the train’s departure from its originating station.
Freight and logistics
Freight is at the heart of IR’s transformation, and reforms are focusing on making rail freight more attractive, flexible and competitive. The expansion of Gati Shakti Cargo Terminals is a major component in this effort. IR is targeting a substantial increase in the number of terminals and is also moving towards the development of “cargo + processing” hubs, where cargo can be handled, stored and processed closer to its destination. Simplified approvals and longer concession periods are intended to encourage greater private investment in logistics infrastructure.
The reforms also address the specific requirements of different commodities. For salt transportation, specialised stainless steel containers with top loading and side discharge are being introduced to reduce corrosion, product losses and handling requirements. The automobile sector is being given greater flexibility to design specialised auto-carrier wagons according to route and capacity requirements. For fly ash transportation, IR is seeking to improve efficiency and environmental performance. The introduction of closed, standardised containers with top loading and side discharge or pneumatic unloading can help reduce dust and improve handling efficiency. Fertiliser transportation is being simplified through rationalisation of freight slabs into a more straightforward per-tonne-per-kilometre structure. Containerised movement of fertiliser has also been permitted, giving manufacturers and distributors greater logistical flexibility. For petroleum products, oil companies will be able to procure or lease specialised petroleum tank wagons based on their operational requirements. The latest reforms also cover foodgrains, flour and pulses under simplified freight structures and greater scope for containerised transportation. The ability to move these commodities in containers can provide greater flexibility in storage and distribution, particularly where the entire rake may not need to remain tied to a single destination.
The railways has also moved towards simplifying the licensing framework for containerised freight. The replacement of the four-category system for container train operators (CTOs) with a single pan-Indian CTO licence aims to reduce complexity for operators.
Technology and digital reforms
Technology is emerging as an important enabler of railway modernisation. The potential applications illustrate the breadth of this approach. These include AI-based elephant intrusion detection, fire detection in coaches, drone-based broken-rail detection, rail-stress monitoring, sensor-based load calculation and AI-enabled monitoring of coach cleaning. The objective is not simply to test new technologies, but to create a pathway through which successful solutions can eventually be adopted at scale.
To this end, the government has launched the RailTech Policy and the Rail Tech portal, designed to provide start-ups, innovators and industry with a clearer pathway for introducing new technologies into the railway ecosystem. Under the earlier approach, innovators could face difficulties in moving from an idea to a railway trial. The new framework introduces a simplified, single-stage proposal process, while increasing the scale-up grant by more than three times and doubling the maximum grant for prototype development and trials. The ministry has also stated that IR can support up to 50 per cent of development funding for viable solutions.
The digitalisation of the Railway Claims Tribunal (e-RCT) is a key step towards modernising railway administration. Through online filing, digital case management, online hearings and centralised records, the system aims to reduce paperwork and improve access to the claims process. Real-time tracking can also provide greater visibility to litigants and stakeholders.
Construction and project execution
Large-scale infrastructure expansion requires not only higher investment but also more efficient project execution. The construction-related reforms seek to address some of the structural issues associated with railway contracts and project delivery.
The first set of construction quality reforms focuses on contractor eligibility, bid security, bid capacity, work planning and subcontracting. Contractor eligibility has been tightened by raising the threshold for assessing capability through a single project from 35 per cent to 50 per cent of the project value. At least 20 per cent of previous experience must be railway-related, recognising the specialised requirements of railway works. Bid security has been fixed at 2 per cent, while bid capacity assessment has been made mandatory for projects above Rs 100 million. Permissible subcontracting has been reduced from 70 per cent to 40 per cent, requiring contractors to directly execute at least 60 per cent of the work. Bids that are more than 5 per cent below the estimated project cost will require an additional 5 per cent performance guarantee. The objective is to discourage unrealistic bidding that can later lead to disputes, arbitration and delays.
In the second phase, measures such as upfront performance security, stronger eligibility requirements and greater use of insurance mechanisms are being introduced. Performance security of 10 per cent will be obtained at the start of the contract rather than through deductions from running bills. Contractors with pending litigation exceeding 50 per cent of their net worth will be ineligible for railway tenders. Contractor’s All Risk Insurance and Professional Indemnity Insurance have also been introduced, while sequential land handover is intended to reduce disputes and delays at the beginning of projects.
A key digital intervention is the launch of the Rail Bhoomi platform, which brings together railway applications related to land acquisition, and enables online processing, workflow management and real-time monitoring. Land acquisition is often a critical factor in determining whether an infrastructure project can move from planning to execution. By bringing greater visibility and structure to the process, Rail Bhoomi is intended to reduce one of the procedural bottlenecks affecting project delivery.
Skills and ease of doing business
The new policy for skilling artisans has provided a framework for identifying, assessing and certifying workers in specialised trades such as welding, fitting and masonry. As per the policy, workers will undergo practical and oral assessments, with successful candidates receiving QR-enabled certificates linked to a live verification database. The programme will initially focus on major and complex projects such as bridges and tunnels, before being expanded across railway zones and production units. The reform is significant because it links skill verification with construction quality and safety. As railway infrastructure becomes more complex, formal assessment and traceability of workers can help create a more consistent pool of skilled manpower for specialised railway works.
Further, several reforms are aimed at making it easier for industry to participate in the railway ecosystem. Simplified licensing for container operators, more flexible freight arrangements and greater freedom for industry to propose specialised wagon designs can reduce entry barriers and allow private players to develop solutions to address specific market requirements.
Shift towards a more responsive railway system
The common thread across all the reforms is the push towards simpler processes, greater flexibility and a more responsive railway system. From making ticketing and passenger services more convenient to tailoring freight policies to individual commodities, opening up technology adoption to innovators and strengthening project execution, the reforms seek to address practical bottlenecks across the railway ecosystem. Their success, however, will ultimately depend on how effectively these policy changes translate into faster project delivery, better service quality, stronger freight competitiveness and increased participation from industry.
