The Ministry of Ports, Shipping and Waterways (MoPSW) has granted in-principle approval for the development of Kendrapara greenfield shipbuilding cluster under the Shipbuilding Development Scheme (SbDS). Application for the same was submitted on July 30, 2026.
The project is being implemented by National Shipbuilding and Heavy Industries Park Odisha Limited (NSHIPOL), a special purpose vehicle (SPV) involving the Odisha Maritime Board and Paradip Port Authority under the SbDS of MoPSW. It involves the development of a greenfield mega shipbuilding cluster on the northern bank of the Mahanadi River in Kendrapara district, opposite the IFFCO plant at Paradip, Odisha, at an estimated cost of Rs 247 billion.
The project is planned over approximately 2,000-2,500 acres, with a dedicated waterfront of about 2-2.5 km and will comprise one or more large shipyards with a combined annual shipbuilding capacity of around 1-1.2 million gross tonnes (GT), along with facilities for ship repair and associated heavy industries. It will also include ancillary facilities for engine manufacturing, steel fabrication and marine equipment supply, supported by common infrastructure, administrative facilities, training centres and research and development facilities, thereby creating an integrated shipbuilding ecosystem.
