PPPAC recommends developing five railway projects on HAM mode in Odisha, Jharkhand, Telangana

The Public Private Partnership Appraisal Committee (PPPAC) recommended developing five railway projects on Hybrid Annuity Model (HAM) mode, in its meeting held on August 1, 2026.  Moreover, the Ministry of Railways (MoR) would bear the traffic and tariff risks and provide 40 per cent of the bid project cost as grant during the construction period. The projects include:

Balaram-Putagdia-Tentuloi New Railway Line Project (MCRL Inner Corridor) under Phase-II of Mahanadi Coal Limited runs for 49.58 km and will further strengthen freight evacuation capacity in the region at an estimated cost of Rs 10.74 billion in the state of Odisha. It is under the East Coast Railway (ECoR) zone. The concession period for the project is 17 years, with a construction period of 2 years.

Budhapank-Luburi New Railway Line Project (MCRL Outer Corridor) involves laying a 112.56 km long new rail line between Budhapank and Luburi via Tentuloi in the state of Odisha at an estimated cost of Rs 30.89 billion. It is under the East Coast Railway (ECoR) zone. The proposed alignment facilitates the transportation of coal from Talcher Coal Fields. The concession period for the project is 19 years including 4 years of construction.

Tikiri-Kutrumali New Railway Line Project spans 48.96 km and aims to improve transportation of bauxite ore from the Kutrumali and Sijumali mines at an estimated cost of Rs 12.92 billion in Kalahandi and Rayagada districts of Odisha. It is under the East Coast Railway (ECoR) zone. The concession period for the project is 17 years including 2 years of construction.

Manuguru-Ramagundam New Rail Line Project involves laying of a 207.8 km long new rail line between Mangaluru and Ramagundam under South Central Railway (SCR) zone in Telangana at an estimated cost of Rs 39 billion. The concession period for the project is 19 years, with a construction period of 4 years.

Pakur-Godda New Broad Gauge Railway Line Project involves construction of a 126.52 km long new rail line between Pakur (Nagarnabi) to Godda under Eastern Railway (ER) zone in the state of Jharkhand at an estimated cost of Rs 35.27 billion. The concession period for the project is 17 years including 2 years of construction.
