Ministry of Power revises local content norms for HVDC substations

The Ministry of Power has tightened local content requirements for high voltage direct current (HVDC) transmission systems under the public procurement preference to Make in India framework.

The revised order introduces a phased minimum local content roadmap for engineering, procurement and construction or turnkey projects involving HVDC line commutated converter substations. Under the revised framework, minimum local content requirements have been set at up to 30 per cent till March 2028, 40 per cent from April 2028 to March 2030, 50 per cent from April 2030 to March 2032, and 60 per cent from April 2032 to March 2035. The move is expected to support domestic manufacturing and technology partnerships for critical HVDC components such as converter transformers, valves and control systems, while reducing dependence on global suppliers for large transmission projects.
