The Ministry of Road Transport and Highways (MoRTH) has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, to adjust toll collection on partially operational National Expressways.
Previously, expressways charged a 25 per cent premium over standard National Highway rates for completed sections, even if the full expressway wasn’t open end-to-end, reflecting their access-controlled design for faster travel. Under the new rules, tolls on these incomplete expressways will now apply only to finished stretches at regular National Highway rates.
The change, effective from February 15, 2026, lasts up to one year or until full operation, aiming to boost usage, ease congestion on parallel highways, speed up logistics, and cut pollution.
