Ministry of Power notifies methodology for coal linkage auctions under Revised SHAKTI Policy

The Ministry of Power (MoP) has notified the methodology for allocation of coal linkages under Window I and II of the Revised Scheme For Harnessing And Allocating Koyala Transparently In India (SHAKTI) Policy, 2025 for the power sector.

The policy allows coal linkage to central and state government gencos at notified prices under Window I, and to all gencos at a premium above notified prices under Window II.  The Cabinet Committee on Economic Affairs has finalised the methodology, eligibility conditions, and timelines for implementation. Coal companies will frame the terms and conditions of the letter of assurance and fuel supply agreement in alignment with the notified methodology and any subsequent amendments. Further, coal linkage may be allocated to central government-owned power generating companies, including joint ventures and subsidiaries, based on recommendations from the Ministry of Power.
