The Bihar Electricity Regulatory Commission (BERC) has released a draft of the BERC (Renewable Purchase Obligation, its Compliance, and REC Framework Implementation) Regulations, 2025.
The draft introduces a new renewable purchase obligation (RPO) category for distributed renewable energy, with a target of 4.5 per cent by 2030. To accommodate this, wind and hydropower RPO targets have been revised to 3.48 per cent and 1.33 per cent, respectively. The RPO for other renewables has been increased to 34.02 per cent, with energy storage included in this category. The overall RPO target remains unchanged at 43.33 per cent. Wind RPO compliance applies to projects commissioned after March 31, 2024, requiring at least 7 per cent consumption of generated wind energy.
