The Ministry of Railways (MoR) has planned to revise the divisional jurisdiction under the proposed South Coast Railway (SCoR) zone, retaining the Waltair division in a truncated form and renaming it as the Visakhapatnam division. This includes sections covering 410 km between Palasa-Visakhapatnam-Duvvada, Kuneru-Vizianagaram, Naupada Junction-Paralakhemundi, Bobbili Junction-Salur, Simhanchalam North-Duvvada Bypass, Vadalapudi-Duvvada, and Visakhapatnam steel plant-Jaggayapalem.
Meanwhile, the remaining 680 km section of the Waltair division will be transformed into a new division, headquartered at Rayagada under the East Coast Railway (ECoR) zone. This will include sections between Kottavalasa-Bacheli/Kirandul, Kuneru-Theruvali Junction, Singapur Road-Koraput Junction, and Paralakhemundi-Gunupur.
Following this, the ECoR zone will consist of the Khurda Road, Sambalpur and Raygada divisions, while the SCoR zone will have the Visakhapatnam (truncated Waltair division), Vijayawada, Guntur and Guntakal divisions. The final decision will be made after the preparation of a revised detailed project report (DPR) incorporating the above changes.
