DPA launches SAAGAR scheme

In a recent development, the Deendayal Port Authority (DPA) launched Strategic Actions to Aid Growth and Rewards (SAAGAR) scheme. Approved by the board on March 11, 2024, the scheme includes several key components which are aimed at incentivising traffic growth. These include a minimum volume commitment of 0.5 million metric tonnes (mmt) over 11 months, a dedicated yard space on a licensing basis, a new monthly licensing fee structure, and a telescopic discount on wharfage for volumes exceeding the committed quantity. It also prioritises berthing for participating vessels and introduces a fair and incentivising fee and penalty structure for berth hire charges.
DPA has also introduced several other measures to further benefit the trade. These include not levying 200 per cent berth hire charges under specific conditions, permitting the allotment of storage space within the customs bond area to stevedores, and flexible shifting of vessels for operational efficiency. It has resolved to provide significant relaxations and rebates on storage charges, hire charges of port mobile harbour cranes (HMCs), and discounts on wharfage charges for cargo handled in midstream as well as dry cargo jetties, effective from April 1, 2024 to September 30, 2024.
