The National Highways Authority of India (NHAI) may temporarily halt the awarding of new toll-operate-transfer (TOT) projects after the assessment of TOT 13 and 14, which are currently under bidding due to the current challenging market conditions.
Recent rounds, such as the 12th bundle, witnessed sub-par bids, leading to cancellation of it. NHAI, after the fourth TOT round, abandoned the base price approach, relying on bids’ comparison with the initial estimated concession value (IECV). The reserve prices for the cancelled bids fell below the IECV.
