Sanjeev Kumar Lohia is the managing director (MD) and chief executive officer (CEO) of the world’s largest transit-oriented development (TOD) and public-private partnership (PPP) initiative – the Indian Railway Stations Development Corporation (IRSDC). At IRSDC, Lohia has successfully awarded the first PPP and engineering, procurement and construction-based project under the station redevelopment programme, while pioneering crucial partnerships with state governments for jointly developing railway stations across the country.
An Indian Railways Service of Engineers (IRSE) officer of the 1987 batch, he has over 29 years of experience in the transport and urban development sectors, especially rail, urban and bus-based transportation systems. During his stint with the Ministry of Urban Development first as a director, and then as an officer on special duty (urban transport) and ex-officio joint secretary, Lohia was instrumental in evolving the National Urban Transport Policy and drafting working group reports for urban transport for two five-year plans. He was also a member of the National Transport Development Policy Committee and was involved in the introduction of metro rail systems in 15 cities and transforming the bus transport scenario in the country by pioneering bus rapid transit systems and introducing the modern city bus services. He has also contributed significantly towards the development of the first-ever urban bus with intelligent transport systems, driving various reforms in the field of urban transport and establishing centres of excellence in the sector. Lohia has played a pivotal role in the areas of private financing and private participation in the urban transport sector, structuring PPPs, developing the TOD policy and comprehensive mobility plans in several cities and evolving mechanisms to benchmark urban transport performance in India. He has also served as the director of several metro rail corporations in the country.
At present, Lohia is guest faculty at several premier institutions – the Indian Institute of Management Ahmedabad; the Centre for Environment Planning and Technology, Ahmedabad; and the School of Planning and Architecture, New Delhi.
Lohia is a National Talent Search scholar and a merit-cum-means scholar from IIT Delhi. He has a bachelor’s degree in civil engineering and an MBA. He is presently pursuing a PhD in urban transportation from IIT Delhi. He is also a prestigious Chevening Gurukul Leadership Fellow and Governance Fellow, 2014, in public policy from King’s College, London.
