TRAI has issued a consultation paper on the introduction of a unified licence (UL) for virtual network operators (VNOs) in order to allow them to provide voice and internet services. Through the consultation paper, TRAI has sought stakeholder comments on whether a new category – “UL (VNO) Category B” licensee – should be created under access service authorisation and whether the scope of such licensees should be limited to the provision of wireline voice and internet services only, thereby excluding wireless services.
