The MoR has signed a JV agreement with the Kerala government for the development of railway infrastructure. The JV will focus on project development, resource mobilisation, land acquisition, project implementation and monitoring of critical rail projects. The average outlay for Kerala in the railway budget was Rs 8.21 billion between 2014-15 and 2016-17, an increase of 121 per cent over the average outlay of Rs 3.71 billion during the period 2009-10 to 2013-14.
